Magazines, Computer Shopper unsoliciated bill for subscription

On 11/01/01 I recieved a bill from Computer Shopper @ PO box 52566 Boulder, Co. 80322-2566.

They are telling me that i ordered 12 issues at 14.99 and i have never heard of them untill now .

Is this a common practice ? if so how do i stop things like this from happening again.

Do i send the money or just ignore the bill.
