Payless car rental, Los Angeles, CA - rental car had dents and scratches - overcharged for gas refill

I used Payless car rental in Los Angeles. I reserved the car online. When we got there ( a real hole in the wall office and very small lot on a back street) the car had dents and scratches, which I had to go back to the agent and have him indicate the areas so I would not be accused of causing them.

The tank was on about 6/8 (not full). He marked this on the form. When I took it back ( I had driven it only 6 miles) They charged me $11( which I didn't catch) to fill up the tank. What a rip off. I also overheard another agent badger a young woman into buy the insurance saying her insurance company would not cover any damages, etc. I would not use them again or any Payless Car Rental for that matter.
