RE: 2000 F150 Ford pickup truck - starter replaced twice - electrical systems are seemingly ok - truck won't start - battery is ok

I charged a Startac cell phone from the power source next to the cigarette lighter outlet on my 2000 F150 Ford Pickup. Phone was connected for 1 1/2 hours and fully charged.

Disconnected phone and truck would not start. All conventional electrical checked. Today replaced starter at tune of $311. Same problem. Turn ignition key and nothing happens to start. I have digital display on dash. All systems are up. Battery is good.

When unit does take a notion to start which is a random thing, display shows healthy 14.5 volts consistant. With engine off display shows at least 11.7 volts. Could this be something in the digitized key or in the sophisticated electrical system. Please-----HELP!!!! dlo
