AOL - took 45 minutes to sign on AOL account

It took me 45 minutes to sign on to my AOL Account today. I had to keep Shuting Down the computer and Restarting and AOL would not come up. A window kept showing "The Form You Requested Is Not Available"? What Form? This problem needs to be fixed. AOL is typed cast as the Internet leader, so, please
