Kodak - called 800 number - advised there would be a $ 15 charge for help, without Kodak not even knowing yet what the problem is

Needed assistance after purchasing a new computer from KODAK regarding software for my digital camera. Called the 800 # they supplied for assistance and was then told there would be a $15.00 charge without even knowing what the problem was. Is this allowed? Is this a normal practice by companies?
