Loews Cineplex, Universal Studios City, Orlando, FL - dirty bathrooms during weekend visits

My family and I go to the movies every weekend to the Loews Cineplex in Universal Studios City-Walk in Orlando, Florida. Their bathrooms are the nastiest bathrooms I have ever seen!

There is urine all over the floor and it smell awful. Its been that way for years. Is there any state or city agency where I can make a complaint? If not, I would like to send Loews corporate office proof of their dirty bathrooms.

Would it be illegal to take pictures of their dirty bathrooms and send them by email or mail to their corporate office?
