Forced gratuity at Fishbones outside Detroit

We recently dined at Fishbones outside of, but near to, Detroit, MI. While the food was excellent, the service was not. An 18 % gratuity was required. I view gratuity as discretionary, based on the quality of service.

The service was terrible. Is it legal for the restaurant to tack on the gratuity?
