Staples, Frederick, MD - teachers promised $ 50 coupon if dropped off back-to-school lists, but haven't received coupons

I received a letter from Staples stating that if every teacher in the school gave Staples their back to school list, by the end of May, that every teacher would receive a $50.00 coupon. When the lists were dropped off the I was told that the store was out of coupons, but to give them the address of the school and the coupons would be sent to the teachers. A month has gone by and nothing. I have gone back to the store several times and received no coupons. I also have contacted the corporate office and was told that the program was now over, and that they were not issuing any more coupons. Now Staples has a new program where every teacher is to get a $10.00 coupon for their lists. I have contacted the local store and was told that we did not qualify for this program because the teachers handed their lists in during May. Upon calling the corporate office I was told that we did not qualify, because we had participated in the earlier program. What participation. All we got were false promises and no coupons!
