Complaints.com received the following consumer message on July 7, 2002:

I am writing to complain about Target's refund and exchange policy. Like so many others, I too, received baby clothes at my daughter's first birthday party; unfortunately, the gift receipts were either not included in the gift box or were lost in the excitement of the day. We liked the clothes, but they were a size too big. My husband and I innocently made the trip to Target to exchange the clothes, but the Target employees did not even look in the bag! We were met with a "Sorry -- no exchanges without a receipt-- Period!" The clothes were Target's name brand and had all tags intact. None of this mattered. I was given a card with a number to call and was told the policy was non-negotiable. Why was I made to feel like a rotten criminal? Why does Target has such expensive television ads and state-of-the-art surveillance equipment but obviously nonexistant old-fashioned customer service? My family and I used to enjoy shopping at Target, but no more. Can consumers continue to allow major corporate stores to treat us this way?
