RE: City Rider scooter from rpg limited - purchased thru E-Bay and paid via PayPal - scooter doesn't work

I purchased a city rider scooter thru Ebay and paid for it with Paypal. It was shipped to me by rpg limited. It started, but when I tried to drive it, it was if it had a bearing not installed correctly in the drive wheel unit. On the paperwork there was a website with a e-mail address and phone for rpg limited.

All did not operate and when I tried to contact Ebay or Paypal to see what my recourse was, it was impossible to get thru to them to register a complaint and I'm at my wits end.

Ebay shouldn't offer products that have no recourse once you've purchased them and Paypal should have a way to go back and backcharge someone as Visa or another credit card co. would do if you contest a purchase.

I want some recourse here. I welcome hearing from any of the three entities listed above to resolve my complaint.
