Social Security Adm. - don't owe money, and have proof, but continue to get billed # 23 for January 19, 2002

Social Security Adm. - don't owe money, and have proof, but continue to get billed
Problem= The Social Security Administration has been saying, for 5 years, that I owe them $4277. I have proof that I don't. My local office in Hayward, Ca. Says I don't owe, the office in Maryland says I don't owe. Recently, the office in Richmond, Ca. says I do owe.
I don't think I will live long enough to prove to every SSA office in the US that I don't owe anything and my assets will be depleated for my heirs when I die. I have cancelled checks to prove it.--- My brother died and I notified the SSA of his death within a week of his passing, here in Hayward.
Asked to have his checks stoped from being electronically deposited to his checking acct. For 8 months the money was deposited.
Was notified to send them the monies and I did-But- SSA electronically removed 1 months deposit so the check bounced. I went to the bank and withdrew the full amount and made out a Cashiers check, made out to the SSA, [I have a copy] I have a written letter from the SSA stating It was paid in full. Where can I go to resolve this?
This is becoming harassment!!!
