Outstanding bill from previous occupants

I bought a house 7 years ago. Prior to that, it had been rented to a few people who all left without paying their water bill. I now sold that house and the water company wants me to pay over $965.00 to clear the record. The title company, Watson Title, never picked up on the outstanding debt and now dodges my call to pay those bills from the title policy I bought through them. How can I resolve the problem without having to pay for water I did not consume in a house I did not even own at the time of the water consumption?
