Briggs 1.6 gpf Toilet

We have had two of these toilets in our home for several years. We have no problem flushing. Within the last 6 month, we have noticed that after flushing, the water never totally quits filling the bowl. We have replace the stopper and it has slowed the leak but has not stopped the problem.
