Complaint about vehicle registration limited choices

To get right to it, me and my wife have total of three cars. One with full coverage insurance and the other with liability only , the third car has some mechanical problems and therefore we don't drive it. I like to fix it then sell it but the problem is that the registration has just expired so I send the full registration $ amount and waited to get my current decal so I can park the car out on the street without being towed. I live in a rental property and there is just not enough space for third car. Department of Motor Vehicle wants me to have insurance for the car to get it registered or file for Non Operative and pay the NOP fee. The problem with that is, that I cannot park on the street where there is plenty of space to park. So I have to get insurance for the car that I don't drive. We barely make the ends meet My question and complaint is why do I have to pay the insurance company to park my car outside? Please help! thank you so much,
