Harbor Breeze Ceiling Fan Downrod / Does not fit

We purchased a ceiling fan from Lowes in Montgomeryville, PA. It is the Harbor Breeze BAOD52EV5LKL outdoor fan in rustic green. At the same time we ordered a 12"downrod. The downrod came in and our builder attempted to hook it up to the fan and it wobbles all over the place. Our builder has tried numerous time to contact 1-800-444-6742 with the model number, they have also contacted Lowes and cannot get resolution.

Customer Service at the 800 number tells them they must contact Lowes and Lowes insists there is not a larger diameter downrod. I also tried to contact customer service with no solution. It seems the downrod we received is 12" L 3/4" dia.

The diameter needed by the builders measurement is 1" dia. Can someone (either Harbor Breeze or Lowes) assist in fixing this problem?
