Intelius.com, West Orange, NJ - paid $ 6.95 for photo not received - promised, but haven't yet received refund

West Orange, NJ I tired to download an aerial photo of a location from Intelius.com. I was charged $6.95 for the photo, then received an email saying that my location was not available. I emailed them with this problem and they said I would be refunded the money, which never happened.

I have since emailed them twice with no response and also spent
