Sears National Bank Master Card - sent back seized up motor to eBay seller - trying to get money back

Sears National Bank ie: Mastercard credit card

Ebay purchase using the Sears National Bank Master card credit card.

Last year I purchased an outboard motor from a rip off seller at E-BAY. com. The outboard motor was paid for thru Paypal.com, using my Sears master card credit card. The outboard motor arrives in a seized up state, (ie: non-running ).

At this time , I informed the seller and he told me to ship it back for a refund that never came. Paypal, told me to check with Sears National Bank and Sears National Bank told me to check with Paypal. I went to E-BAY them selves and they tell me to check with either Sears National Bank or contact local police.

Local to me or to the seller ? ONE RUN AROUND AFTER ANOTHER!!! In the mean time I'm still out over $1,000.00. Can "anyone help " ????
