Local Dial - Why am I not able to get out with LOCALDIAL?

Why am I not able to get out with LOCALDIAL? All I get is a busy signal...

I can't call anywhere now...

Not happy with this service..

I know my next bill is due on June 12th, but I am now not sure I even want to keep it.

I have had other problems with it in the past too and with all the frustration that it has caused me I am about ready to go somewhere else.
