Household Credit Services - Platinum Master Card

I received a letter from Household Credit Services June 1, 2004 informing me that they "are unable to approve your application for the Household Bank Platinum MasterCard".

I am very concerned. I did not apply for any credit card from Household Credit or any other company. Is this how identity theft starts? I have sent for my credit report to check to see if there is any fraudulent activities in the making. What other precautionary measures should I take?
