Reptron Electronics computer memory - from Best Buy, Springfield, VA - didn't received $ 30 advertised rebate

I purchased some memory to my computer after thanks giving day at Best Buy, Springfield, VA. They advertised a rebate offer of $30.00. They provided me with the rebate form and receipt but Reptron Electronics never mailed me the rebate and I get no reasonable explanation why. Dept # 43114 Thanksgiving Promo PO Box 134 Niagara Falls, NY, 14302 Brand Reptron Electronics Model: 256MDDRP333 $30 Sku: 5960043 All necessary information was mailed within the required time limits and Reptron Electronics states that this offer is now closed. I don't care if it is closed now, I want to know why I did not receive the refund when it was valid. I did some internet search and They have been doing this for a long time. It seems to me like nobody cannot stop them. Also Best Buy shouldn't be able advertise these rebates if they are not going to be able to verify that the companies actually mail these refunds honoring the advertised rebate. Thank you.
