Gerber 1.6gpf / 6.0l pf toilets - tend to stop up frequently

I had two Gerber toilets installed and for some reason they tend to stop up frequently. Almost every other time I use one I have to flush 3, 4, 5,, times. These are both 1.6gpf/6.0lpf toilets.

The number on the inside indicated that these are 21-702 toilets. I can not seem to find a plunger that works with them and have to spend a lot of time with a plunger. I thought it may be my line and had it cleaned out, which made no difference.. I have even tried flushing before using the toilet paper, and this did not help. Could you tell me what the problem could be, or if they are defective? Mitchell P
