Chevrolet pickup windshield icing

I have a 2003 Chevrolet full size pickup truck. In freezing weather the upper left (drivers side) of the windshield will not de-ice. If the truck is not moving, the windshield will eventually clear.

As soon as you begin driving the upper left ices up again. The dealer says everything is working as designed. If this is so, are there safety issues that Chevrolet needs to address?
