Hampton Bay air conditioner - icing up in the summer

RE: air conditioner icing up in summer! i have a hampton bay air conditioner, 24ooo btu, i installed in wall and i am experiancing icing in the fins where as to the unit will not operate untill you de ice,

i have tried to lower thermostat and moving vents and moving fans around the house doesnt really help, it eventually will ice up! this house is roughly1500 sguare feet and i mounted it up on the wall on the second story, help before it gets hot again!note,

i read it in the manual that states if the temp is around 62 it will ice but it does it when it is 90 outside and the fins that ice up are directly behind the air screens or filters.thanks , dave.
