Telephone Service - AT&T trouble with unwanted telemarketing call

The man at the other end of the phone did not realize that her answering machine had picked up and continued talking to his co-worker. He was speaking about a woman and used the F-word twice. At the time my seven year old niece and her six year old friend were there. The AT&T worker went on about how he unplugs his keyboard sometimes to make it look like he is working, and some other dribble, the the time ran out. Appalled we immediately called to speak with a manager. After being switched around for about an hour, we finally heard back from a manger. The manager dismissed the earlier phone call by factiously saying sorry in an unapologetic manor. And offered no solution to the problem. This company has harrassed too many people in their own homes.
If anyone has any suggestions, I appreciate it. My sister is trying to file a formal complaint with Better Business, but you need an address for AT&T's billing department's specific zip code which the company dosen't publish.
