Dear Madam or Sir, On April 21st, 2000 I purchased a new AMD-Athlon 700MHz Computer System for the total credit card charge of $1,249.90 through a web page from:

Within 2 days of it's receipt on May 2nd, the computer failed completely to the point where the unit was neither usable or repairable. Problems included (but were NOT limited to) the Modem failing, the Sound failing, the System constantly "Locking Up" upon starting or during normal use, the system Restarting at random on it's own WITHOUT initiating, the Monitor AS received showing "Burn Lines" in the background, and an unstable Registry (programs disappearing and reappearing at random). This was unacceptable for a 2-day old merchandise costing $1,249.90 . I immediately contacted the company and requested permission to return this defective product for a FULL refund. After attempting to contact the company for about 2 weeks I finally received the required 'Return Authorization Number' and shipped the complete system back to them on May 11th at my additional expenditure of of $47.28 (they received the shipment on May 16th). On May 23rd I received a statement from the company indicating they were only going to refund $956.00 and have charged me a $239.90 20% Restocking Fee. They claim there was nothing with the computer. This TOO, is unacceptable and I feel I have been frauded. Not only have I incurred the original shipping cost of $54.90 to receive this DEFECTIVE merchandise, then incurred an additional $47.28 to ship the faulty product back, but now an additional $239.90 for THEIR defective merchandise. I purchased the system based on what was indicated in their web would be installed into the system (i.e., specific brands of components). But when I received the actual system & invoice I found other components had been substituted. They had advertised this product on the web as being a 'Business Performance' system but what I received instead was a sub-quality, inoperative sham. As the company Target-USA was in fact responsible for shipping an extremely POOR quality and defective product in the first place, I do NOT believe I should be held financially liable for a situation that was in fact their fault. I made all aspects of the situation more then clear to them and I expected NO less then a FULL refund for the defective products they shipped, including my full purchase costs of $1,249.90 plus my return costs of $47.28. They have their system back now, and I don't feel they should receive a profit of $239.00 at MY expense, for something that was clearly the company's fault and responsibility. As it stands I'm now out $341.18 and have no computer to show for it. I am please requesting your immediate assistance and intervention in dealing with this matter. Or at the very least to WARN others of this company's questionable business practices so they won't be taken in as I was. Please note further that there is a record of complaints against Target-USA in both the Better Business Bureau's, and Ohio & South Dakota State Attorney General Office's databases. Thank you.
