Telephone Service - Verizon it took more than one month to get second line installed and working properly

I had to help my friend, who is short of English speaking, for his new telephone and fax line setup through Verizon.
The telephone line was properly setup in a week.
The second line, fax line, took more than one month to get it working properly.
I do not understand what is the problem.
The people in Verizon do not tell me the nature of problem.
But they just keep sending their people for the repair and took one month for a simple fax line job.
What a service!
