I have never signed up for MSN Internet Service and never used it. They started charging on my AMEX credit card the $21.95 fee. I contact AMEX to say that I never ordered the service and they put it in dispute. The

contacted MSN and they said that I did order it.

I contacted MSN and they at least cancelled my service that I never ordered, but refused to give me the $21.95 credit. I told them that I never used the service and never ordered it but they still wouldn't give me my money back.

Apparently they got my AMEX card number from somewhere, I am thinking from a merchant that I did business at. This is blatant fraud. What can be done?
