Tracphone - trouble with phone charging - unable to activate voice mail

i plugged my phone into be charged and it kept saying stop not charging and it hasn`t even turned when i try to turn it on so what should i do and also i have tried to activate my voice mail before when i first got it and it still has not worked. thanks, michelle
