Money, mortgage loans - USDA mortgage loan trouble paying off loan, mistakes made by USDA

i had a house built in 1991 funded by USDA loan in 1996 it began flooding due to heavy rains on 9 ocasions it was unliveable . when i contacted Mr. Deryal Cooper at the Eustis Fl. office he sent an appraiser out and my property and house were appraised at $20,500.00. Mr.Cooper sent me a letter that i could list my house or sell it outright for that amount this was 03/1998. the letter said if i could get that amount of money that it would satisify my mortage. i have different papers with his signiture on them stating the same.

Well i sold the house with his approval in july 1998 for $20,500.00 i have copies of the canceled check. they will not cleare it off of the books that this property was sold they continually harress me they have taken 2 of my income tax returnes they say i still owe $25,000.00 they have listed it as bad credit on my credit report.

Mr. Cooper is no longer in the Eustic,Fl office he is suppose to be in the Washington office now, he tried to get it cleared up with the main office in StLouise,Mo. before he left but was unable to,could someone help me i don't know what to do to clear this matter up.
