can't delete toolbar - need help

Today, I now have this tool bar I cannot get rid of which has the address: http://u2103.ecpm/passthrough/popupbaropener.html It comes up and also gives me 5-20 pop-up screens for every category such as: Make Money, In vesting, Travel< Sex etc..... Where did it come from? HELP--How do I delete this mess from my computer? Bob
