I attempted to use the Target online contact form:

It responded "invalid" to any form of "store location" (address from Target website, any combination of street number, name, city, state, and zipcode) So it would not allow me to submit my comment. It also responded "invalid" to anything I put in the comment section.

Then I called the telephone number provide: Team Member, please call 1.800.440.0680. It routed me to an automated system that provided no option for registering a complaint. I finally got to a human being who transferred me to a different automated system that also provided no appropriate option. I again got to a human being who offered to transfer me again. I asked for an address for Target CEO Gregg Steinhafel or any postal address but was told all they could provide was an email address, [email protected] They replied to contact the manufacturer

I was disappointed when I attempted to file this complaint. I am now extremely frustrated over this experience! I don't think Kmart or Walmart could be worse than this. At this moment the thought of walking into a Target is repugnant.
