Sacramento Municipal Utility District - Not honored in a timely EFT payment for utilities

I Paid a SMUD bill on Friday Mar 30th at 6:06 am PST. It was accepted by SMUD at 9:00 pm PST on Friday March 30th. On Monday April 2nd, it was Received by SMUD. On April 3rd, my power was cut off by SMUD. SMUD did not post the payment. I spent 2 and 1/2 hours on the phones with my bank and smud. I took time off of work and went to my bank. My bank officials spent 1 and 1/2 hours on the phones with SMUD. THey finally found the payment and said that it would be posted at 5:00 pm PST. Now they want to charge "reconnect fee" and a deposit fee. THey say it takes them 3 business days to process an EFT payment. Unfortunately, they neglect to tell you this information when you sign up for bill pay. You can't mail in payments, as per another complaint,so in the future go in and pay in person and make sure you get the receipt. SMUD DOES NOT HONOR EFT PAYMENTS.
