PayPal - paypal did not solve my dispute problem

I placed an order for two factory unlocked, brand new, 32 GB, iphone 4S in the 05th of March in 2012 via paypal. The seller company (http://www.ipodxchange.mybigcommerce.com/shop-iphone/) did not send my items as featured. And I opened a dispute for this case and wanted to refund my money back. I followed the paypal directions, and sent the items back to the seller's address, which paypal gave it to me, by using USPS. Paypal wanted me to submit a tracking number. And I gave it to them. The seller said them not to receive the items. I know this becuase he also wanted to contact me but I deliberately did not contact to him becuase paypal said so. As a result they closed the dispute claim without refunding my money back. Even though They're asking about a signature with USPS tracking number that has never been said before, and they closed the claim without solving the problem.
