City of Chicago - Why do I have to walk a mile to a parking pay station?

I'm sure I'm not the only one to notice, but why does there seem to be 1 pay station box for parking every 10-15 cars? Sometimes I find myself having to cross the street to get to pay station. While I'm still younger, I guess the walk isn't awful but what about the elderly? This can't be good in a city like Chicago with snow.

Also, the pay stations take at least 2 minutes to dispurse a ticket when using a credit card.
