JP Morgan Chase - Chase Online External Transfer Fee

My WAMU checking account became a Chase account as part of Chase buying WAMU. To my surprise last month, Chase charges $3 for every online ACH funds transfer to an external, non-Chase account, which WAMU never did. Chase still doesn't charge a fee if the funds are coming IN from an external account. No where during the transaction was I notified that the same transaction I had performed dozens of times for free while my account was with WAMU, was no going to incur a $3 fee. And of course, when I try calling them to complain and get the fees reversed, they say there is nothing they can do, it's policy, yada, yada.
