Cold called pretending to be a customer, only 5 minutes into the conversation do you reveal they are trying to sell you something.

If you do a search, you will find many reports of people who paid but got nothing in return. No search engine rankings, no website, nothing they paid for.

Even their website (relevantads.com) is flagged as having malware. These guys have no scruples.
