animal neglect at an animal shelter

Whipstaff Ranch/Rescue does not offer sufficient care in sustaining animals lives. They do not allow people on the premises but show dogs/cats at a public place. They obviously do not want people to know these animals are not being properly cared for. They say that the animal just came in and that is the reason for the debilitated state, but that is not true. The animal became that way due to their lack of care.
