UPS delivery and customer service is terrible

I've lived at my home for over 22 years and always received my UPS parcels. One year ago I ordered an item online and it was delivered by UPS. The item was shipped without signature required. This one however never made it.(The item was less than 30 bucks.)I filed a claim via UPS. I said I never received it and the UPS carrier said he delivered it. The outcome? UPS paid the item to be shipped again and penalized me requiring all parcels sent to me need a signature for 1 year! Since I work daytime weekdays my only option has been to catch UPS before the 3rd attempt by going online and request they hold the parcel for "will call"at the nearby station for me to pick up. Quite a punishment for a first offense that may not have been my fault. Recently my wife ordered some makeup which was shipped by UPS. At the second attempt notice I went online and set up for will call. UPS Online acknowledeges my request, I print the verification, my wife goes there the next day they are open (Monday) and they say that even though the will call document says the parcel would be available that date, the worker tell me that "oh, if you got the notice on Friday then it won't be available until Tuesday." I asked if they would return the parcel as Monday was again the third attempt, and she said "no, if you have asked for will call it will be here." I asked my daughter to go on Tuesday to pick up the parcel. She was informed that the parcel was returned due to the third delivery attempt. I emailed UPS customer service but they have not gotten back to me. This is very frustrating and there is really no customer service from UPS.
