Bypassing Policy & Procedure

I had ordered a package to be delivered to my apartment. When I came home after work, I saw the delivery slip on my door. Instead of leaving a time that they would return the next day, the delivery person had delivered it to my neighbor and made them sign for it. I couldn't believe that a delivery company on their FIRST attempt to deliver a package had my neighbor sign for MY package, whom I have never met or talked to. The back of the slip even states that the customer must sign a release to have your neighbor sign for the package, which I never authorized and never would have. I think that it's poor customer service for a delivery person to not want to come back the next day rather than doing their job correctly/procedurally and delivering for at least a second attempt or leaving with the post office.
