Dell Inspiron Crashes

I have been experiencing problems with my Dell Inspiron notebook computer. They want me to pay $239 for what I think is technical support. All they do is give me instructions on how to boot from the CD to reinstall windows. It crashed again, I'm doing what they told me, but it's not working
