Glass Block Rip-off

I was quoted $6450.00 to install 645 glass blocks in our office renovation project. Changes had to be made to meet ADA codes and the wall was reduced to only 297 glass blocks. We were not given credit for the 348 blocks that were not installed. Our contract required change orders to be approved and assigned by myself or my wife before being accepted. This was not done, and we were not refunded the $3480.00 difference in price.
