Time Warner

Time Warner of Glens Falls New York gave us a quote of $2,800 to run cable from the road to our house, when asked if we had the cable run or ran it ourselves if they would hook the internet up, they told me it would still cost $2,800. Can anyone tell me if this is even legal?
