Internet complaint

I was book an internet connection. MTNL told me that I have to take a landline number first, and then internet connection would be given. So, I took the number. Now I have a landline number, but they refuse to provide me internet service. The landline number is useless for me. They are sending me the bill of landline. I was paid Rs.500\- to MTNL & I have the slip. The useless number is 011-22052118. Please do something for me, I am in real trouble.
