NIIT Course Refund

Dear Sir,

My sister joined a computer course with NIIT, Koramangala, Bangalore in July 2008. We were forced make partial payment of the course fees before the course commenced. Due to health reasons we insisted that the course be conducted in the center she joined, which the center people agreed and promised that under no circumstances the course will be transferred to any other place. The course commenced with a delay of 18 days and within 2 weeks of the course, the course was transferred to a different center due to non availability of teaching faculty.

This created an extreme inconvieniece for my sister's health due to the travel involved to reach the new center. Following this we decided to withdraw from the center and we gave the requisition to withdraw from the course. Initially they promised that the course fees will be reimbursed, but now they claim that it cannot be reimbursed as promised. I need some legal help on this issue. Thank you. I tried reaching ICRPC but looks like it is going to take some time.
