Paying for no service

I haved paid every month for my dumpster as I live in the country. My garbage is supposed to be picked up once a month. This is the end of March and they haven't picked it up since the end of January. When I first signed up with them it was 25.00 a month. The bill has risen to 38.84. They have skipped picking up my garbage 6 times since I signed up-once in Dec. after all the Christmas garbage. They said that they couldn't pick it up last month {Feb} because the road was posted

although they just put the weight limit sign on my corner in mid March. They also said that they put a dumpster in a a centrally located area where I could drive my garbage to. They said they do not offer credit for not picking up the garbage. Then to top it off I get a new bill and they raised the price again to 40.05 for fuel recovery---What fuel? They havent used any fuel to come here.
