Motorcross Track

I have a motorcross track next to my property. We can't hear our tv

sometimes. The other neighbors in the area are afraid to voice their

opinions. Whitley Co., Indiana has no noise ordinance. What is a good

action to take? I have talked to this person but all he says is that he

isn't violating any laws. I thought about going to the County Prosecutor

but probably wouldn't do any good.
