Capital One restricted my CC account without informing me first

Capital One
US

I have been a customer with Capital One since February 2007. I have always taken extraordinary measures to make my monthly payments, even paying the minimum balance or sometimes half of the total balance.

About two to three months ago when I wanted to make a payment online there was an annotation that my account was restricted. There was a phone number and a reference number along with it. I called and a man by the name of Raphael could not tell me the reason why my account was restricted and to call the credit bureaus, that they (Capital One) probably got notice from the credit bureaus to cancel my account. I had the chance to contact Trans Union and Equifax and was told that no such notice appears on my credit report with them and to recheck with Capital One. I called them yet again and was told to write a letter and send it to the general correspondence department in Salt Lake City, which I did (I have a copy of said letter) and was also told to call them in about a week or so to find out their decision. I rechecked my account again and the restriction is still there. I called Capital One one more time and the man on the phone said that they could not lift the restriction, but that he would have the management take a look at my account yet again to see if the restriction could be lifted and to log on in a week to see if the restriction is still there.

Today is Sunday July 6, 2008 and the account is still restricted. I called and spoke to Nancy who finally said that the reasons why my account is restricted are because: 1) lack of usage of my credit card since December 2007 and 2) my credit limit was overdrawn for "quite a long time". I was aware that the limit on my card was overdrawn but I made prompt payments to get me back on track. Also, why should I HAVE to use my credit card if I don't have a real need to use it??? I feel that I should have been warned in advance prior to Capital One taking the liberty of restricting my account, therefore, screwing up my credit rating which I am working so hard to fix.

They never informed me that my account would be restricted, they just went ahead and restricted it, and that is the nature of my complaint. I want my account reinstated.
