Dead Beat Landlord

We moved into the other side of the duplex 4329 Windsor Rd., Windsor, WI 53598 in Dec. of 2007. The landlord I'm complaining about lives on the other side of the duplex. In that time it took him over 4 months to get a plummer to fix leaky facets, valves, toliet, and a clogged drain. It took him almost 2 months to get our rent certificates back to us for the Homestead portion of our taxes, delaying our tax returns. They only live 40 feet from us! The basement leaks. They have lived here 30 years and claim they never knew about the problem, but then we happen to have the Johnstown flood this spring and summer? They just happen to have basement sealer and wood pallets already down there...Hmmmm??? I missed 2 days of work because I was up all night pushing water to a drain. He told us on a Thursday he would come look at the problem that Saturday. That was 2 months ago...again he lives 40 feet from us. The only thing he's very good at is cashing our rent checks. He mentioned getting cable TV in our unit as a perk and has never done it, but had it installed on his side. When we signed the lease he promised to make us copies. We have asked several times for a copy and still has not. We've been here 8 months now.
