Network Communications Gouging Credit Card Calls

I made two 1-minute credit card calls from a Days Inn. While expecting charges of a dollar-a-minute or thereabouts, which is very high but expected, Network Communications charged $20 for each 1-minute call. There was no such fee mentioned or discussed, just that's what they charge. Everyone - please be very careful of making credit-card calls, regardless of what is posted as per-call fees.

I made VISA charge calls of about 1 1/2 minutes at a Chicago Union Station payphone that had totally insufficient notice as to fees and received bills for $25 per call. Then I was notified by VISA that this is a well-known consumer gouging scam. As I look for the appropriate agency with which to lodge a complaint (a nearly impossible task even in the Internet age), what I learn about NCIC is dismaying. They not only fraudently gouge the unsuspecting consumer in public facilities, but they also provide phone service to prison inmates. Great! Do they give them access to my VISA? How many inmate-minutes are subsumed in their outrageous charges to my credit card? I assume the prison crowd isn't paying the same fee-for-service. I smell a Texas rat in the Windy City! If VISA knows this a consumer fraud, why aren't they doing something about it?
