Bad TV reception

I cannot understand why Comcast can't fix my reception problems! I had a technician come to the houes today and supposedly fixed my problem of my Hi Def

freezing up and turning off every 10-15 minutes or so. Weather is not supposed to affect the reception but I still recieve poor reception.
